I. Entry
1. A foreigner is allowed to enter the territory with a valid passport and entry visa. In case the visa isn't ready in due time, a foreigner can apply to the visa office of Nanjing Public Security Bureau upon arrival at Nanjing airport, presenting the letter of invitation from the authorized organizations or for various fairs at the airport visa office of the public security bureau.
2. For the Chinese citizens who permanently reside abroad, no visa is required as long as they have valid passports of the PRC, China Travel Certificate, or other valid entry certificates.
3. Compatriots from Hong Kong or Macao come to the inland upon presenting Back-To-Hometown Certificate for Compatriots from Hong Kong or Macao or To and From the Mainland Pass for Residents in Hong Kong and Macao.
4. Taiwan compatriots can visit the mainland upon presenting To and From the Mainland Pass for Taiwan Residents and valid entry visa issued by China Travel Agency in Hong Kong or Macao, or the visa office of Ministry of Foreign Affairs in Hong Kong or Macao. In case Taiwan compatriots visit the mainland via foreign countries, they are requested to present certificates issued by Chinese embassies and consulates abroad, or other authorized departments. Senior expatriate personnel and investors in Nanjing can apply to Exit-Entry Administrative Office of Nanjing Public Security Bureau for a multiple exit-entry visa with 2 to 5 years validity.
II. Residence
1. For any foreigners who holds a position in a domestic enterprise and needs to reside for a long time in Nanjing, his employer should apply to Department of Foreign Trade and Economic Cooperation and Department of Labor and Security of Jiangsu Province for obtaining a correspondence of invitation required for “Z” visa and Employment Permit for Foreigners. Upon holding the above-mentioned documents, the foreigners in question can apply to the Chinese Embassy for “Z” visa. Those foreigners are requested to apply for residence to Exit-Entry Administration Office of Nanjing Public Security Bureau within 30 days from the date of entry after obtaining “Employment Certificate” at Department of Labor and Security of Jiangsu Province. Those who with other types of visas make investment in Nanjing and require long-term residence can apply for change of visa type and obtaining residence permit up presenting valid industrial or commercial business license or investment certificate. Extension of residence can be applied for those indeed necessary to continue to reside or stay in China before expiration of the residence permit.
2. Residents of Taiwan, Hong Kong or Macao, and Chinese citizens who have permanent residence abroad who need to stay in Nanjing over three months for investment, work, study or buying real estates shall apply to Exit-Entry Administration Office of Nanjing Public Security Bureau for a temporary residence visa.
III. Exit
1. Foreigners are required to leave the territory within validity of the visa or the residence permit. Those who have left the territory, but need to return to China shall apply to Exit-Entry Administration Office of Nanjing Public Security Bureau for a return visa upon presenting the valid residence certificate.
2. Chinese citizens who have permanent residence abroad leave the territory upon presenting a Chinese passport, visa of the destination country or the relative certificates.
3. A valid Back-to-Hometown Certificate for Compatriots from Hong Kong and Macao shall be presented by compatriots from Hong Kong and Macao or To and From the Mainland Pass for Residents in Hong Kong and Macao in case of exit.
4. A valid To-and-From- Mainland Pass for Taiwan Residents and a valid visa shall be presented by Taiwan compatriots in case of exit.
